- Background
Youth For Change Bangladesh Foundation (YFCBD), established in 2018, has emerged as a leading youth-led organization, dedicated to empowering young people, particularly women and adolescent girls, to positively influence policies affecting their lives. Over the past few years, YFC-BD has significantly expanded its capacity and influence, both at the grassroots level and in policy advocacy. With a history of impactful campaigns and initiatives, such as addressing gender-based violence (GBV), advocating for youth rights, and ensuring gender equality, YFC-BD is now poised for further growth and sustainability. As part of its commitment to continuous improvement and maintaining its leadership in the sector, the organization has recognized the need to review its existing policies and frameworks. This includes HR guidelines, the Anti-Fraud Framework, and the current organizational strategic plan, all of which are integral to the efficient functioning and accountability of YFC-BD. The existing policies and guidelines have served the foundation well up to this point, but with the organization’s increasing scope and complexity, a more comprehensive approach is needed. Considering this, the executive members of YFC-BD have collectively decided to not only review the current policies and guidelines but also develop new, robust frameworks that align with international best practices and the organization’s evolving needs. This includes the creation of a Project Management Development Framework (PMDF), the Prevention of Sexual Harassment and Exploitation and Abuse (PSHEA) guidelines, and a Disaster Risk Reduction (DRR) policy framework. These documents will further solidify YFC-BD’s commitment to transparency, inclusivity, and ethical operations while ensuring the organization’s continued growth and success. With this understanding, YFC-BD seeks to engage a consultant with expertise in organizational development, policy review, and the creation of strategic frameworks to support the organization’s expanding mandate. The consultant will play a crucial role in ensuring that YFC-BD’s policies are fit for purpose, aligned with best practices, and supportive of its mission to create a positive and lasting impact on the youth of Bangladesh. - Objective of the Assignment
The purpose of this consultancy is to undertake a desk-based review and development of selected institutional policies and frameworks for YFC-BD, based entirely on secondary data, literature review, and document analysis. - Scope of Work
The consultant/firm will:
-Review and update existing policies and frameworks to ensure coherence, compliance, and relevance.
-Develop new frameworks to address organisational gaps and align YFC-BD’s policies with best practices in youth development, safeguarding, and risk management.
-Deliver practical, user-friendly documents that support implementation and accountability. - Deliverables
The assignment will focus on the following six deliverables:
-Review and refine the Human Resource Guidelines to ensure fairness, compliance with Bangladeshi labor law, and clarity in employment conditions.
-Review and strengthen the Anti-Fraud Framework to align with donor and international accountability standards.
-Review and update the Organizational Strategic Plan to ensure consistency between strategic priorities, governance, and operational capacity.
-Develop a Performance Management and Development Framework (PMDF) that links staff performance with organizational goals and capacity building.
-Develop Prevention of Sexual Harassment, Exploitation, and Abuse (PSHEA) Guidelines with survivor-centred reporting and response mechanisms.
-Develop a Disaster Risk Reduction (DRR) Policy Framework integrating environmental sustainability, youth climate action, and advocacy. - Deliverable Format and Language
All deliverables must be submitted in MS Word and PDF formats. - Timeframe
-The total duration of the assignment is 15 working days from the signing of the contract. All deliveries must be submitted within this period, including drafts and final documents. - Reporting Line
The consultant/firm will report to the Executive Director of Youth for Change Bangladesh or an assigned focal point. Regular progress discussions will be conducted via online meetings or email correspondence. - Qualifications and Experience
The consulting firm or individual(s) must demonstrate:
-Proven experience in policy and institutional framework development for NGOs, youth-led, or civil society organizations. Technical expertise in human resources, governance, safeguarding, and climate/disaster. Prior experience with similar assignments for international development organizations (preferred). - Application Requirements

All data, drafts, and deliverables produced under this consultancy will remain the property of Youth for Change Bangladesh Foundation (YFCBD). The consultant must maintain full confidentiality and may not use the information for any purpose outside the assignment. - Annex – Deliverables Schedule
By Day 2, the consultant will submit an Inception Note outlining the review approach, data sources, and work plan. By Day 5, they will deliver updated drafts of the HR Guidelines and the Anti-Fraud Framework. By Day 7, they will share the revised Strategic Plan and the Performance Management and Development Framework. By Day 9, they will provide new draft PSHEA and DRR frameworks. By Day 10, they will submit all final, formatted frameworks. - Contact Information
